Centrum för operativ juridik och folkrätt åker till Almedalen


Försvarshögskolan finns på plats i Visby under Almedalsveckan 2017. Centrum för Operativ Juridik och Folkrätt kommer också att finnas på plats för seminarier och diskussioner kring krisberedskap, totalförsvarslagstiftning och folkrätt.

XIth Seminar for Legal Advisors of the Armed Forces







The International Law Centre at the Swedish Defence University will in cooperation with the International Society for Military Law and the Law of War organize the XIth International Seminar for Legal Advisors to the Armed Forces, from 28 to 31 March 2017 in Stockholm.


The central theme of this Seminar is "Contemporary Challenges for Legal Advisers in International Military Operations" This central theme is divided into four sub-themes:


1. Use of Force in Contemporary Military Operations
2. Gender and Military Operations
3. Practical Issues for Legal Advisers in Military Operations
4. New Military Technologies and the Law


These themes will be elaborated upon during lectures in plenary and during working sessions, chaired by distinguished scholars and senior officers. Highly experienced speakers will address case law and specific operational situations.


In line with the successful seminars in Budapest (2002), Strasbourg (2005), Windhoek (2008), Riga (2010), Muenster (2013) and Galway (2014), this Seminar is intended for military legal advisors holding the ranks of captain to colonel and civilian experts with comparable civilian rank. Assuming a general knowledge of the law of armed conflict, the Seminar will further train the participants in various aspects of its practical implementation. The language during the plenary sessions of the Seminar will be English.

Event - transitional justice and the conflict in Syria - 11 February 1600-1730 at FHS


The International Law Centre, together with the International Legal Assistance Consortium and the Swedish Network for Transition Justice, has the pleasure of inviting you to take part in a panel discussion on transitional justice and the conflict in Syria on 11 February:

Transitional justice and the conflict in Syria – progress, opportunities and lessons learned

The armed conflict in Syria, ongoing for over five years now, has devastated the lives of people living in the country and profoundly highlighted the impact of armed conflict on international peace and security. The international community has taken some measures to address the conflict, including the passing of Security Council Resolution 2178 (2014) obliging Member States to criminalise the act of nationals and other persons travelling from their territories for the purpose of terrorism, and documenting violations of human rights and the law of armed conflict by the International Independent Commission of Inquiry in the Syrian Arab Republic.

With prospects of peace under discussion, many questions face the Syrian people assisted by the international community. For example, how should the work done in documenting violations of international legal standards and ensuring accountability be taken forward? What lessons can be learned in investigating, finding and documenting missing persons from other conflicts, and what are the hopes for the situation in Syria?

Against this background, this event will discuss the progress, opportunities and lessons learned in addressing violations committed in the conflict in Syria.

Discussion on the legal interoperability in joint military operations – NATO and non-NATO countries - 4 February

The International Law Centre is holding an event on the legal interoperability in joint military operations between NATO and non-NATO countries with NATO Legal advisor Lewis Bumgardner to be held at Försvarshögskolan on Thursday 4 February 15:30-17:00.

Lewis Bumgardner served for 24 years as a Judge Advocate in US Marine Corps, retiring as a Colonel. He then worked as a legal advisor for the UN Mission in Liberia before being hired in 2005 as the legal advisor for the NATO Allied Command Transformation Staff Element Europe in Belgium. In addition, he is an Adjunct Professor of Law at the St. John’s University School of Law in New York and  Chairman of the LOAC Task Group at the NATO Training Group, as well as lecturer at SWEDINT.

The term “legal interoperability” addresses the process of making legal rules to enable cooperation between States across jurisdictions. It is an area of growing importance in joint military operations between NATO and non-NATO countries, such as Sweden.

Sally Longworth speaking at event on UN Security Council Resolution 2242 at the Swedish Defence University

On 16 December, the Swedish Defence University will be holding an event on the background, content and significance of UN Security Council Resolution 2242. The event is hosted and organised by Martina Lindberg, FHS 1325-handläggare. Sally Longworth will be speaking on a panel together with Disa Kammars Larsson, Policy adviser on women, peace and security at Kvinna till Kvinna, Ola Saleh, Grants Manager MENA-regionen at Kvinna till Kvinna, and Elin Bjarnegård, Associate Professor at the Department for Peace and Conflict Research at Uppsala University.

The event will take place on 16 December 08:30-11:00 (coffee served from 08:20) in rooms 203 A+B at the Swedish Defence University on Drottning Kristinas Väg 37.

Joint SIPRI and International Law Centre event to be held on autonomous weapons


The International Law Centre of the Swedish Defence University together with SIPRI invite you to a public lecture on 11 May:

Do we need new norms and new laws to control fully autonomous weapon systems?

To what extent does the increased automation and computerization of warfare challenge our interpretation of the law and its applicability, and possibly require revising existing law and or writing law anew? These questions are at the core of the current international debate on lethal autonomous weapon systems (LAWS) that is currently taking place under the framework of the 1981 United Nations Conventions on Certain Conventional Weapons (CCW). At present, experts, NGOs and states parties to the Convention, have very different interpretations as to whether LAWS—understood as weapons which could select and engage target independent of human control— could comply with international laws, or might require special regulations.

Dr Peter Asaro will present and discuss his most recent publication, ‘Jus Nascendi, Robotics Weapons and the Martens Clause’, in which he addresses specific reasons for establishing an international legal instrument to prohibit the use of lethal autonomous weapons systems. He will also present the legal framework and means by which new law could come into place for new robotics technologies, as well as the philosophical issues that arise in this process.

Featured Speaker
Dr Peter Asaro, Assistant Professor with the School of Media at the The New School, USA and Visiting Fellow with the Center for Information Technology Policy of Princeton University, USA. Dr Asaro is a philosopher of science, technology and media. His current research focuses on the social, cultural, political, legal and ethical dimensions of military robotics and UAVs (drones). He is a member of International Committee for Robot Arms Control (ICRAC) and the Campaign to Stop Killer Robots.

Moderators
Dr Heather Harrison Dinniss, Senior Lecturer in International Law, International Law Centre, Department of Security, Strategy and Leadership, Swedish Defence University. Her research focuses on the impact of modern warfare on international humanitarian law, in particular on cyber warfare, advanced and autonomous weapons systems.

Dr Vincent Boulanin, Researcher, Cybersecurity Project, European Security Programme Stockholm International Peace Research Institute. He works on issues related to the production, use and control of emerging military and security technologies.
